Indeed, is it needed at all? Other attempts to answer this important question.   There are hundreds of academic texts on humanitarian aid, several memoirs and numerous books criticising the sector. Does Aid Work? by Robert Cassen & Associates Download PDF EPUB FB2

The controversy surrounding the effectiveness or counter-productivity of foreign aid is one of the great issues facing the world today. The first edition arose from a study conducted by the World Bank and the International Monetary Fund, concerning the effectiveness of aid. Now in this thoroughly revised and updated second edition, Robert Cassen incorporates the research and debate in this.

Introduction; The Macroeconomic Contribution of Aid; Aid and Poverty; Policy Dialogue; Performance and Evaluation: Project, Programme, and Food Aid; Technical Co-operation; The Systemic Effects of Aid and the Role of Co-ordination; Aid. There will always be critics of foreign aid, both on practical and theoretical grounds, who regard aid programs as ineffective or even counter-productive.

This work, resulting from a study commissioned by the World Bank and the International Monetary Fund, asserts that most aid succeeds in terms of its own objectives and obtains a reasonable rate of return. He has worked for developing country governments, for the private sector and for NGOs, and undertaken work for more than 10 leading bilateral and multilateral aid agencies and international institutions.

He spent almost 15 years as a Research Fellow at the Overseas Development Institute in London/5(7). Does AID WORK. In discussions about international development the question of whether overseas aid is effective in reducing poverty is never far from people’s thoughts.

This is not surprising given that after over fifty years of aid there are still frequent and terrible stories in the media about. It is important to examine the history of aid because the main donors give aid for different reasons.

It is notable, for example, that 40% of bilateral aid donors give aid with no reference to the MDGs. The book therefore looks at the constraints of aid and offers some recommendations.

Part 3 addresses the core question, ‘Does aid really work?’. It accounts for half the book and works systematically through different kinds of aid provided by different kinds of donor.

Does Foreign Aid Really Work. sets out the evidence and exposes the instances where aid has failed and explains why. The book also examines the way that politics distorts aid, and disentangles the moral and ethical assumptions that lie behind the belief that aid does good.

Undoubtedly, aid can only work in the long term with good governance. If I could do one thing to support this it would be to create an agency called “Auditeurs Sans Frontières – Have Double-Entry Ledger, Will Travel!”.

But, unless you plan to wedge your nose between books on aid work for your entire career, it's important to understand the risks that being an aid worker entails. Perusing this site and interacting with aid workers who have experience in the field and, especially, with traumatic/critical incidents will help.

To start out, this is a very narrowly focused work. It does not treat the entire subject of international aid. Rather, it approaches the question under the basic assumption that aid does in fact work.
